As Daily Mail Sport reported yesterday, Hull had made enquiries and proposed a £15m offer for the 21-year-old who can play centre back and left back.
Rangers tried to sign Mendy a year ago from Real Betis but Vallecano got him for £2.5m and a 20 per cent sell-on clause.
Hull face competition from Ipswich for Burnley's Florentino Luis but have enquired about Augsburg's midfielder Mert Komur.
Coventry City are exploring a deal to re-sign Gustavo Hamer from Sheffield United.
The 29-year-old midfielder has one year left on his deal at Bramall Lane.

Inter are in the market for centre backs this summer, with one new recruit expected to be John Stones if all goes to plan in his medical today.

Stones, 32, left Manchester City at the end of last season following 10 years with the club.
Meanwhile, talks between Manchester City and Lille are reaching a crucial stage over the transfer of Ayyoub Bouaddi.
The 18-year-old Morocco international is ready to make the move now though his club have been keen to keep him in France for another season as part of negotiations.
City are ready to use him this season with Rodri a target for Real Madrid while interest is building in Nico Gonzalez and Tijjani Reijnders.
City have lost Bernardo Silva and also have interest from Tottenham in Omar Marmoush and Savinho.
Bouaddi was valued around £60m before the World Cup but is now considered to be worth around £80m.
City also want to add another goalkeeper to replace Leeds-bound James Trafford with Marseille's Geronimo Rulli one name under consideration. They also want to strengthen at right-back and on the wing with Chelsea's Pedro Neto and Paris St Germain's Ibrahim Mbaye among names discussed.
Daily Mail Sport reported on Wednesday that the teenage Morocco international is ready to make the move now, though the French club would prefer him to stay for another season.
City would want Bouaddi for this season with Real Madrid ready to push for Rodri who is keen to return to Spain for family reasons.
Though they have added Elliot Anderson, they have lost Bernardo Silva and could also sell Nico Gonzalez and Tijjani Reijnders who has interest from Galatasaray and earlier in the summer Atletico Madrid.
